It's some form of traffic that is being
process-switched. See below URL for details.

Are they doing a lot of NAT by chance? I have a client
doing a lot of NAT (40000 translations!) on a 3640
that is keeping IP input busy. We adjusted NAT
timeouts and moved some stuff around so reduced it
down quite a bit but it still is at 15-30% most of
time. With 40000 it was sitting at like 80-90%
average. Trying to get them to split load between 2
routers or a bigger router unless someone has a better
idea.
