DHCP address assigement rate-limiting

Hello,

Can I rate limit the amount of DHCP address that hare handed out of a IP
network per minute,
Addresses are being assigned from a DHCP server and I was hoping let no more
that 5 people to request addresses per minute,

The DHCP server does not have the functionality to do this,
What I was hoping that you could achieve this form of rate-limiting on a
router, based on the request/ respones passing through it. as it is set up
to bridge and just forwards DHCP requests.

Any help appreciated.
