Paul,

    Cisco's rate limiting has a low-end limit of 8000 bps. You're talking
about allowing only 1 DHCP conversation every 12 seconds. Time-based ACLs
can only go down to the minute, so they're not really an option either. Why
do you want to do this? Is it to solve a problem?
