I had this same issue.
I purchased 3 of them a week ago.

When this happened, I pulled to power out for about 5 minutes and it worked.

I couldnt find the ubr924 code on cco, only the ubr925 code.
Are you loading the 925 code or the 924 code?

Sorry for the OT, but I thought maybe someone else out there has run into
this.

I'm using 2 ubr924's, I picked up pretty cheap, to do Voip scenario's on my
home rack. The problem is
after using them for a day and everything worked fine, exept as noted below, I
come in the next morning and cannot get a dial tone for any of the ports on
either unit.

Debug indicates the ports do sense the off hook condition and come up with a
"tone", but you can't hear it on any of the phones. I have tried reboots, both
warm and power cycle, but still no dial tone. This is really strange, as the
same configs where working fine yesterday. I did have this problem with one of
the routers yesterday morning but after a few power cycles the ports came up!
I will be loading
a 12.2 Enterprise image this evening to see if this helps.
