This SVC configuration will work without ilmi:

Int ATM 2/0
 Ip add 10.10.10.2 255.255.255.0
 Pvc 0/5 qsaal
 Atm nsap-address 47.009181000000123456789012.1414.1414.1414.00
 Svc svc-1 nsap 47.009181000000123456789012.1313.1313.1313.00
  Protocol ip 10.10.10.1 br
