The *CHEAPEST* switch with voice vlans would be a 2950 - However if
you're going to route between them, you'll need a Layer 3 device to
uplink it with. - 2600 would work nicely if you have one in your lab
already.

If you need everything in one box, the WS-C3550-24-SMI - Cisco Catalyst
3550 24 SMI Switch would be the way to go.

If you need inline power for phones, the 3550-PWR-24s are brand new - I
have a customer that is getting some delivered next week, can't wait to
help him break them in :-)

no. usually FXS port for analog phones.
