If you have any doubts or concerns about things, ask the proctor! They
are there to help you! (Within reason)
But the first part of the lab does specifically state that no static
routes or default networks are allowed unless explicitly stated in a
problem (or unless you ask!).

I've often wondered the same thing ie. If something isn't explicitly
denied then is it implicitly allowed, but I'm hoping these questions are

I think they mean 'IP route' specifically. The IP default-net is a
command for setting a default network, it does not generate a static
route in the main IP routing table.
