RIP will advertise default (0.0.0.0) if ONE of following conditions are met:
- there's static entry for 0.0.0.0 0.0.0.0
- 'ip default-network' is configured and there's a valid candidate
- 'default-information originate' statement is configured
- (since 12.0T this is no longer true) if a default route is learned
from other dynamic routing protocol.
