The filtering is in non-canonical format as the basis of everything is
token ring "thinking". So even in an ethernet to ethernet setup, the
filters are still bit-swapped.
The router does the conversion, but does so at the ethernet interface.
The ICANREACH statements are done in the DLSw capabilities exchange and
in the dlsw process, which works in the TR world of though (as backwards
as that may be).

I was under the assumption tha DLSW mac filtering would be in the
non-canonical format while ethernet mac is canonical.
