Yes, if you set the OSPF priority under the interface you can't also use
the neighbor statement for a neighbor on that same interface.

I had also experienced this problem before. Will the addition of the "ip
ospf pri 0" under the interface denies the creation the neighbor peer ?

I was using both the ip ospf pri and ip ospf hello command to convert
the link to an NBMA. The lab I was doing would not allow the use of the
network command.
