Peter:

There are three and only three ways to summarize BGP
routes:

1- using the aggregate command
2- Creating a static router to Null 0 and then using
the network statement to advertise this network.
3- Creating a static route to Null 0 for the specific
summary and then redistributing static.

If you can not use the aggregate command and can not
create a static route then there is no other way for
doing this.
