Is the Cat 3550 you are working with connected to another switch or router?

I ran into a similar situation and the only conclusion I arrived at (and
someone can correct me on this if I am wrong) was that the 3550 was not
connected to anything while I was trying to configure it. I started
seeing the STP instances as soon as I connected it to another switch.
