Some folks put 12MB flash in a 2500. It works if you put
8MB in the first slot and 4MB in the second slot. The only
problem is that the FLASH size routine will report 16MB.
If you load an IOS over 12MB it will never pass the CRC
check. This is because the last 4 MB is mirrored from
13MB to 16MB and gets written over. And you will always
crash when you try to run it.
Try loading the smallest IOS you can through the console
port. This will get let you boot. Then, you can play
with it and see what is wrong.
