It says "when the switch is restarted" not when the port goes up and
down.

If the above is true, what is the benefit of portfast? I originally

one of the advantage of portfast is for the switch to bypass the normal
cycle of STP and put the port into forwarding state, however, what I
read
from the Cisco website says the contrary.
Can anyone please let me know?
