Yep.

Not directly. The 2950 doesn't know or care about IP addresses (other
than for management).

Yep. You can assign IP addresses to the VLANs and route them on the
3550 as long as you use the EMI image. QOS can get messy over the routed
VLANs to the 2950 ports as many scenarios want to analyze both IP factors
and a physical interface. As the 2950 doesn't do IP and the VLANs on the
3550 aren't physical interfaces you'll have a slight problem...
