I never got a satisfactory answer to it. I was inclined to believe by the
TAC guy who suggested the formula, that the RTT are different, the cell
sizes doesnt take the header into counts (there are differing opinions about
this), hence the best formula as suggested by him, was bps/2000. I actually
tested it out on customer networsks and I got appropriate performance.
The only real way to test it, obviously enough, is under congestion.
