This problem actually frustrated me enough one day that I opened a case with
TAC. The response from the TAC was as follows:

Hello, To fix the issue you are experiencing: You need to replace the vdk20.lic file which is located in the C:\Cisco\common\folder with the attached file. Create a copy of the old file just in case, but store it in a seperate folder or on the desktop. Once you have the new file in place start the program over again. Let me know if this resolves the issue for you, or if you have any additional questions. Have a good afternoon.

There may be other workarounds, as mentioned in a follow-up post, but this worked for me.
