There can be 2 solutions to this problem:

1) using default-network command, which will generate default route in IGRP
domain, of course that only can be used if a classful network exists in the
routing table of either R3 or R6 which is learnt from up stream router.

2) creating tunnel with /15 mask to carry the 150.100.0.0/15 to R6

No other way can achieve this

The question is somewhat like this.

R1----------------R3--------------R6
   OSPF IGRP
151.100.0.0/15-->

R3 and R6 link is /24 and R1 is sending a route with
/15 subnet. R6 need to ping to this 151 network
without using any static route !!
