I don't have the labs but I would do it this way.

1) set the time on Router 3 including the timezone.
2) setup Rt 3 to be a NTP Server with a low stratum
3) setup Rt 6 to be client of Rt3 as well as as an NTP server
4) setup the clients with 2 statements AFTER setting the timezone.
 A)ntp server Rt3 prefer -----this makes it the primary
 B)ntp server rt6 ----------use this one if Rt3 is not available
5) once you have verified that NTP is working add authentication between 3
and 6. use access-lists to specify who uses authentication.

Without more info this is all the help I can be.
