Configure R3 and R6 as servers with R3 having a better stratum then R6.
Configure NTP peer on all routers to both R3 and R6 (one way from all
routers to these guys) and peer R3 and R6 as well.
Now R3 should be the master and R6 would kick only when R3 dies.
You should also configure MD5 authentication between R3 and R6

for the appropriate time. In the event that router 3 is not available make
router 6 the timing source. Be sure to use MD5 authentication between
