It is not necessary to add the "neighbor x.x.x.x" on
the stub router if you make it's OSPF interface
priority 0 ( zero)
Just add the neighbor statement on the Hub ( so it is
the only router that becomes the DR since it has a
priority 1.)
You could also increase the Priority of the Hub router
to 100 or something, just in case, there are new
routers coming up on the network and the Hub router
goes down.
