You need to add the neighbor command on the Hub and stub router in order for th
em to form adj across the FR NBMA network. You should try to make the Hub the D
R by increasing its priority level.

My question is when the network types are non-brocdcast all on both hub and
spokes where the hub with multipoint subinterfaces and the spoke with the
phycial interface,and the ip ospf network is unavailable.
I can see in the out of the command "sh ip ospf interface s1" that all the
interfaces are non-broadcast, but why not adj?
