I think it is different.
When using soft-reconfiguration option for neighbor, all the advertisement
from that neighbor is saved to memory BEFORE the filtering and attribute
manipulating occurs. This table is maintained with updates coming.
When you issue clear ip bgp soft in, the content of this table is is passed
through the installed filters.
This table consumes memory (all the BGP statements are in it that's reveived
from the neighbor, including the ones that are filtered by incoming lists), so
use it with care.
