I think it is not possible to configure only on RA, because IGRP updates
normally run as broadcast, both RTB and RTC pick it ip. It is possible to do
neighbors, but there is no way to make different advertisement for the
neighbors through the same interface using the same process id.
The solution may be to relax one of the last two conditions:
- use and additional process id between RA and RC
- use tunnel between RA and RC
and implement the appropriate filtering.
