You understood it right (AD = administrative distance).

I'm trying to find ways to solve, in the end, what I called the
other side of HSRP. So I want a router with a connected network
not to use it untill it's needed. Just trying to understand
possible "bricks" to construct a solution.
(If I could change connected AD, I could do something simmilar to
floating statics, i.e, the connection be "shadowed" by a dynamic
route)

Then "clarified" to some extend this, but the solution at hand
(policy routing) is not "controlable" by routing, so in fact
it's not that versatile.

I think I have a thread to follow for what I want:

I'm thinking of using "backup" to dynamically shutdown the interface.
And I'm using backup on a tunnel. The tunnel goes down when you don't
have "route" to the tunnel destination, and that, via backup, can
"no shutdown" the interface. Kind of the "dialer watch" thing...
