there are many ways to config this, iBGP to iBGP peering, route reflectors,
conderations, etc..,

the best way would be, as you suggested, to have R2 and R3 be route reflectors

but since he said he wanted a full iBGP mesh, the way to accomplish it is
by having a route from R1 to R4

and also in the statement below about being able to neighbor only with
adjacent routers, there is a way around this...you need to redistribute BGP
into IGP
