well there lies your problem...the reason why R2 can peer with R1 and R3 is
because they are directly connected, same reason why R3 is able to peer
with R2 and R4...in order for R1 to peer with R4, it needs to know how to
get there (even with no synch), so you either need an IGP or a static route
for them to talk to each other
