Clear line problem on 2509

I am facing a problem on my 2509. When ever I try to access a device by
hostname it is states the following:

ts#r1
Translating "r1"
Trying r1 (10.0.0.1, 2001)...
% Connection refused by remote host

Now, I know how to interpret this, but I never initiated the connection.
I 'clear line 1' then 'show line' and see the line free. Clear another
line (which I never initiated) and then 'sh line' and see the first damn
line active again! This is weird and know I can't be the only one to
experience this!
