Ted,
Have you looked("show dlsw capabilities" on R1) at the cost of each
peer from R1-R2 and R1-R3.
Remember that during the capabilities exchange if not specified these peers
will use the default cost values.
Try making use of the keyword "cost x" (between 1-5) on your R1-R2 and R1-R3
remote-peer statements.
Let's see what happens
