Is it possible to DLSW peer in this setup?

Hi all.
Now I am facing another dlsw peer problem.
I have a hub router A that is supposed to be configured with subinterface
(point to point).
At the other end of the frame relay, I have a spoke router B that is not
supposed to be configured with subinterface.
And I am asked to configure dlsw peer not using tcp or fst encapsulation.
With this set up, I tried direct encap with or without pass-thru numerous
times. I couldn't get dlsw peer "connect"
Is this possible scenario? Or silly scenario?
