I'm not sure, but maybe is some IOS Bug, that's a Teltone ILS-2000 you are
using to simulate ISDN right? (knew it because of the SPIDS #) .

I copied your configuration on two 2503 and configured the switch type to
basic-ni1 and it all work normally (didn't setup second channel) mail me
your IOS name and version, maybe I can download it to my routers and test
them again.
