Hi,
On subinterfaces split-horizon is enabled by default if
you use frame encapsulation. But on physical interfaces
split-horizon is disabled by default.
You can check it with sh ip interface s0/0

I am not sure in this case but i think you dont need neigbor statement
for the spokes, but you can do it to send unicast traffic to your spokes.

for this szenario? than yes. In other cases you have to enable it.

You are using a multipoint sub-int on the hub right?
Then shoudln't you disable split-horizon for EIGRP process on the
sub-interface?
