OT: T3 is slow??

Anyone,

        We've recently installed a clear channel DS3 between offices using
Adtran T3SU 300s and 3662 routers with HSSI. We're only getting about half
a meg of throughput. We're using all timeslots and not getting errors. It
was setup with PPP encapsulation. Is there any problem with running PPP
over a T3? Also, using PPP forced it into doing fair queuing, which I know
Cisco doesn't recommend for anything over E1 speed. Should I give HDLC a
try, or is there something else I should look at first? This is my first
experience with a T3, so I'm a little unfamiliar with the 'sh controller'
output.
