Barring hardware and framing issues (make sure you're CBIT all they way through
)..

What is the round-trip ping time between the two sites? If it's over 25msec,
you're going to have problems due to TCP not being able to fill the pipes. You
 need to look up two RFCs: RFC1323 and 2018 (possibly 2883)

One quick way to see if you have this problem is to run 10 TTCP sessions betwee
n the routers. Each and every one will be able to get the 1/2 Mbps throughput
, but no one session will be able to exceed the limit of 1/2 Mbps (this number
is a function of latency/distance)
