Basically when inverse arp is active the router will dynamically map the
layer 3 (dlci) address to the the layer 3 protocol address (IP, IPX etc etc)
by sending out an inverse arp request or replying to an inverse arp request
so the reomte end can complete the mapping.

When you want to disable the process on the router use the commands

no frame inverse arp - Disables the sending of inverse arp requests on
pvc
no arp frame - Disables the sending of inverse arp replies to
requests on pvc

use the show frame map command to see if the mappings are static (none
inverse arp), or dynamic (inverse arp) or broadcast (point to point networks
using the frame-relay dlci command)
