When it's complying with RFC 2328 :D

In a nutshell, route selection in order of preference is as follows:
-Intra-area non-backbone routes
-Intra-area backbone and inter-area routes
-External type 1 routes
-External type 2 routes

...with cost as the tie-breaker.

Section 16.4(6) and 16.4.1 of the RFC contain all the gory details...
