The ppp encap on the BRI (physical interface) is needed when
the your dialer interface was configured for incoming call.
When there is an incoming call, the physical interface will receive
the call before the call can be associated with the dialer interface.
If your dialer interfaces were only for outgoing calls, you need not
configured ppp encap on the physical (BRI) interface.
