fast!
The story has two chapters:
(1) You can't go into OSPF config-router# mode because the reasons given
so far... Interface with IP address and up/up, Router ID, etc.
(2) Issuing 'router isis' will not go into config-router# because your
image c2600-is-mz.121-10.bin is IP Plus. Remember that IOS images have a
feature set and a train which they belong to. You are using 12.1(10)
which is mainline train release with IP plus feature set.
You need a release with Enterprise Plus feature set, something like,
c2600-js-mz.121-10.bin. This need 48 DRAM and 16 Flash minimum to run
and have a few routes in the routing table before it starts giving
memory allocation errors.
I've already done a query for you including OSPF and IS-IS in it for
12.1(10). You will notice that the only feature set available is
Enterprise for this platform. For high end routers, also Provider
feature set would have IS-IS. You can check this via:

The reason why IS-IS is not in IP Plus or IP Only, is because IS-IS
updates are carried on CLNS PDUs. CLNS is not IP!
EVERYONE: double-check first the IOS release + feature set you're using
and if possible (if you have CCO login for support) check with Feature
Navigator the feature you want. In general, you should use Enterprise
Plus feature set and that will guarantee you have all the features
required for your CCIE prep. Bearing in mind that Enterprise would
consume more memory (DRAM and Flash) than other feature sets.
