Quite simple. OSPF needs a Router ID in order to establish itself in the
"hierarchy". If you don't have any interfaces configured (e.g. UP and
configured) for IP, then it can't get a router ID. No router ID, no
participation in OSPF. Or more basically, if your interfaces aren't UP,
then you aren't going to ROUTE anyplace anyway! :)
