The version of code you are running is most likely the issue.
Dialer Watch was extremely very buggy until 12.1(17)

My dialer watch seems to work, but it brings the bri down then immediately
back up at the expiration of the idle timer. Any idea how I can stop this?
I am using dialer profiles, so no map statements. Only icmp is interesting,
then only on one side. Seems to me dialer watch should keep the bri up
continuously until the primary link comes back. Tried adding a 5 second
watch-delay, to no avail.
Running 12.1.11.
