dlsw peer group and filter

Dlsw Gurus,

I come across this scenario and trying to find the best solution for it.

r4 is the border peer to r2 and r3
allow only sna from r3 to r1 and r4

as r3 is part of the peer group and there is no static peer relation between r3
 and r1, how do I apply the lsap list.
