frame-relay/ dont loose dynamic entries after a reload PLEASE HELP

as we all know...if you have a partial meshed szenario,
if you make static entries on a spoke for the other spokes

after a reload you should loose the dynamic entrie due to the
disabling process of the inverse-arp...for this specific protocol
and this specific dlci....

im my cas...i did the things above....but after a reload the dynamic
entrz still comes up ...
