I had the very same problem couple days ago.
The reason is that your hub is "inverse arping"
your spokes, and this is enough for spoke to create
dynamic map.
Spoke doesn't need to do proxy arping to create dynamic map.
It is eneugh for a router to passivelly receive inverse arp
from a far end of PVC to create dynamic map.
This is 100% RFC compliant.
