Most of the Cisco routers uncompress the IOS image from flash and run it from
RAM, the 2500 series run the IOS from flash so you have a big image like the on
e you're trying to load it will take most of the RAM and there will be no room
left to load all the processes and stacks to the RAM. Buy more flash for your 2
500, it doesn't matter to compress the image to the flash when the router boots
it will load it in RAM.

I think the problem is that because the flash mem isn't enough the required
space is allocated from RAM. But then the system has not the memory it needs
to work properly.
