Also, booting an image from a TFTP server has the same effect on the RAM as
booting a compressed image - It'll end up running from RAM, leaving little.
Try keeping your uncompressed image size 4-5 megs smaller than the amount of
RAM you have.

 Most of the Cisco routers uncompress the IOS image from flash and run it
from RAM, the 2500 series run the IOS from flash so you have a big image
like the one you're trying to load it will take most of the RAM and there
will be no room left to load all the processes and stacks to the RAM. Buy
more flash for your 2500, it doesn't matter to compress the image to the
flash when the router boots it will load it in RAM.

I think the problem is that because the flash mem isn't enough the required
space is allocated from RAM. But then the system has not the memory it needs
to work properly.
