CCO says you need at least 16 MB of flash memory and 16MB of RAM memory to
run your IOS enterprise plus for 2500 series router. If you do not have that
you'll surely get error messages.
As far as I know you get a system crash when you boot an IOS image that
requires more RAM memory. The system crash tells you about the lack of RAM
and halts the system. The flash limitation is easy since the ammount of
flash you need is just that one that provides enough room for your image
(don't think you can compress your 2500 ios and let it to decompress into
RAM).
I got the same error you are getting and the problem was a corrupted IOS.
When decompressing it got too much memory so there was not enough for
executing it. It is not exactly your scenario since my problem was with a
2600, but perhaps you could check that.

Most of the Cisco routers uncompress the IOS image from flash and run it
from RAM, the 2500 series run the IOS from flash so you have a big image
like the one you're trying to load it will take most of the RAM and there
will be no room left to load all the processes and stacks to the RAM. Buy
more flash for your 2500, it doesn't matter to compress the image to the
flash when the router boots it will load it in RAM.

I think the problem is that because the flash mem isn't enough the required
space is allocated from RAM. But then the system has not the memory it needs
to work properly.
