Sorry I got into this late, but couldn't you use a DE list to define your
non-RTP traffic as DE, and then set your CIR to the port speed?

Subject: Re: FRTS ...CIR vs. MinCIR command
So if my port speed is 256k and I set my cisco "CIR" at 256k and my "min
CIR"
at 128k which is my local telco PVC CIR I have risk QOS issues with Voice.
If I then take the same circuit 256k port speed with 128k telco CIR and use
the Cisco traffic shaping "CIR 128" & "MIN CIR 128k" I have lost my ability
to burst to my port speed.
Any way to compensate for this other than paying for two PVC's to each
remote???
