DLSW lite

I am trying to use DLSW lite one side has

dlsw bridge 1
dlsw local peer X.X.X.X
dlsw remote 1 frame int serial 0.1 110
dlsw bgroup 1 bgroup 1

Serial 0.1 m
        Frame map llc2 110 broad

The other side has:

dlsw bridge 1
dlsw local peer Y.Y.Y.Y (do I have to do this stuff, sorry little joke)
Promiscuous

Serial 0/0
Frame map llc2 111 broad

it will not set up the circuit do I need a remote peer even though it is in
Promiscuous mode?
