On an ATM switch like the LS1010 or the 6400-NSP, a pvc is bi-directional.
It only needs to be created on one interface, referencing the cross-connect
interface. It also will not matter which interface you create it on, it
will show up in the config in the higher interface. If you do a "show atm vc"
you will see the PVC on both interfaces.
