how to control the baudrate settings?

please help me,I can't find the proper URLs on CCO.

for intstance,someone set it to 4800 bps,then I found that by resetting the hyp
erterminal baudrate,then what shall I do?

I once tried to do this,but after I do the following

line con 0
speed 9600

then I lost all,no response,then what shall i do ?
